To advance a successful foreign policy in today’s highly tense global environment, it is necessary to initiate cooperation in non-sensitive domains in order to pave the way for collaboration in sensitive political areas and to deepen existing partnerships. Many of the challenges facing humanity today are transnational in nature and require regional and global solutions. For this reason, a new role for science must be defined within international policymaking and diplomacy. The intersection of science and diplomacy becomes evident where scientific interests and foreign policy objectives converge. Accordingly, the main question of this article is how science diplomacy can contribute to the expansion of relations between Iran and Latin America, with particular emphasis on Venezuela. The article’s hypothesis is that science diplomacy—through deepening social relations, strengthening public diplomacy, and improving the image of regional cooperation—can facilitate the spillover of cooperation from non-sensitive areas into sensitive political domains and ensure the sustainability of such cooperation.
This qualitative study employs a descriptive–analytical method. To address the main research question, the article examines the concept of science diplomacy and functionalist theory, analyzes the dimensions of the foreign policy of the Islamic Republic of Iran during the Thirteenth Administration, and discusses the role of science diplomacy in initiating political interactions, expanding economic relations, deepening social ties, and improving Iran’s public image among Latin American countries, concluding with final findings.
